JOB SUMMARY

The Proposal Manager position is within Prolink’s Workforce Solutions department and will partner with key stakeholders to lead, coordinate, manage, and facilitate all phases of the proposal process in response to proactive non-competitive proposal requests and Requests for Proposals (RFPs), Requests for Information (RFIs) and Request for Quotes (RFPs) .  

The Proposal Manager is responsible for ensuring proposals are complete, in-line with sales-led winning positioning and solution, compliant with bid guidelines and submitted on time per bid deadline. 

RESPONSIBILITIES

  • Coordinate with CWSO to obtain approval for bidding on RFPs presented by sales team​
  • Collaborate with subject matter experts and key sales stakeholders to identify cogent, persuasive proposal solutions​ by leveraging existing content and helping to refine content as needed for bid response
  • Coordinate proposal efforts across corporate divisions, departments, contractors, subcontractors, and corporate leadership ​
  • Oversee and manage entire proposal lifecycle to include bid preparations, bid responses, and bid management which includes defining, scheduling, facilitating, and managing the proposal process​ from initial kick-off through Q&A updates, final submission, follow up and award outcome
  • Work with key sales stakeholders to ensure all questions are answered effectively and appropriately with winning themes, discriminators, value proposition and benefits in proposal solutions
  • Work with corporate departments such as legal, operations and HR as needed for document and terms review and bid responses accordingly
  • Format and submit all documents in accordance with bid guidelines and corporate branding identity​
  • Manage and update content repository with new response content and ensure the most up to date innovate content is accessible for bid responses
  • Partner with marketing on corporate branding, videos and other marketing collateral material needed for proposal submission
  • Perform other related duties as assigned

REQUIREMENTS

  • Willing and able to work evenings and weekends as needed to meet bid response deadlines 
  • Bachelors degree in a related discipline or equivalent work experience ​
  • 4+ years of experience in a proposal management within staffing or talent solutions.  Experience with MSP outsourced solutions highly desired.    ​
  • Ability to multi-task a heavy workload and manage multiple proposals simultaneously
  • Experience conceptualizing, writing, and reviewing executive summaries, bid responses and related content to tailor bid response that meets specific prospects needs. 
  • Ability to create flow charts, Visio diagrams, and related as needed for bid response
  • Ability to work within a SharePoint database management​ system
  • Excellent work ethic, attentional to detail, organizational and time management skills
  • ​Ability to facilitate, collaborate communicate and keep on task all stakeholders needed cross-functionally for effective successful on time bid response
  • Able to partner with various levels of personnel from support team to sales team to  executive-level decision makers as needed for bid responses 
  • Able to demonstrate partnership and leadership skills that engage and motivate a diverse group of key stakeholders
  • Able to independently define, schedule, and manage the proposal preparation process ​
  • Able to analyze and organize RFP requirements, helping identify priority issues and timeline constraints ​
  • Able to analyze proposal responses to identify the right content for response and seek opportunities for improvement ​
  • Able to identify appropriate sources for information and assess the validity/applicability of that information ​
  • Able to manage graphics and develop organizational flow diagrams and processes​
  • Able to be flexible and adaptable to meet tight deadlines, deliver results, and quickly pivot based on shifting priorities in a fast-paced work environment​
  • Able to use a variety of business or technical programs to complete tasks​
  • High level of integrity, motivation, accountability, perseverance, and alignment with Prolink’s values
